Slovenia holds fourth place at 6.60, the same score as in June. Its profile is consistent: a perfect 10 on the public-sector pillar (www.gov.si, www.predsednica-slo.si and www.ljubljana.si all run on the Ministry of Digital Transformation and ARNES) and a strong private sector (8.41, 8th). Grassroots adoption rose to 5.53 (5th) as desktop Linux climbed from 4.02% to 4.58%. Developer density (2.55, 19th) is the weak pillar.

Strengths

  • Public sector (perfect 10) on domestic infrastructure.
  • Private-sector hosting (8.41, 8th). 59% of 487 measured .si domains are EU-hosted, led by ARNES, SIEL and Webtasy.
  • Grassroots adoption up 0.36, with desktop Linux at 4.58% (6th).

Weaknesses

  • Developer density (2.55, 19th).
  • Cloudflare hosts 30% of the measured .si sample, three quarters of its non-EU hosting; 45% of email is routed outside the EU.

Outlook

Slovenia's two hosting pillars are among the EU's best; only the developer pillar separates it from the top three. The private-sector pillar lost 0.30 this quarter and is the one to watch.

Historical context

2020 baseline

In 2020, Slovenia was a "solid emerging country," with its key strength in its institutional approach to open source governance, which drove digital autonomy even without an explicit top-down strategy.

2024 progression

Slovenia's open source infrastructure remains extensive but often "invisible." The new Ministry of Digital Transformation, established in 2023, is now coordinating the country's digital strategy and has recognized open source as a key component for sustainable development.
