The EDRIX is driven by two urgent crises: the economic imperative of a €264bn annual drain to the US tech sector, and the geopolitical urgency following the collapse of the old transatlantic alliance, which has transformed Europe's digital dependency into a critical strategic failure.

Our observations reveal a sobering reality. Core government services in nations like France, Sweden, and Denmark rely on US-controlled infrastructure, while email services for public offices in a dozen member states, including Belgium and Italy, are managed by US providers, thereby exposing sensitive public data to foreign jurisdictions and undermining the very sovereignty our policies claim to protect.

Beyond communications and political decisions, the EDRIX scrutinizes the results — or absence of results — of the policies that have been implemented, where they exist. It is a practical tool designed to expose these structural weaknesses, guide the industrial policy now needed to build a resilient, sovereign "EuroStack", and measure its impact.
