Narrative updated for the September 2026 edition.

Sweden gains two places to 11th at 5.94 (June: 5.70, 13th). Grassroots adoption rose 0.58 as desktop Linux climbed from 3.83% to 4.46%, and the private-sector pillar rose 0.57. Developer density is strong (4.43, 6th) and public-sector hosting good (7.78, 7th): stockholm.se is fully domestic, while www.regeringen.se is served through Cloudflare and the royal court's email runs on Microsoft. The weak spots are the sovereign browser share (13.58%, 18th) and email: 75% of the measured .se domains route email through non-EU providers, among the highest shares in the EU.

Strengths

  • Developer ecosystem (7.00, 6th).
  • Public sector (7.78), with Stockholm's site fully domestic (S:t Erik Kommunikation).

Weaknesses

  • Email. 75% of the 479 measured .se domains use non-EU email providers.
  • Private-sector hosting (4.97, 18th). Half of the sample is hosted outside the EU (Cloudflare 21%, Amazon 10%, Google 6%); domestic hosting is led by SUNET, Tele2 and Optimizely.
  • Two official sites depend on US providers: www.regeringen.se (Cloudflare) and www.kungahuset.se (Microsoft email), each rating 0.67.

Outlook

Sweden's talent pillar is top-six; its hosting pillars are not. The government website and the royal court's email are the two visible public levers; the private pillar depends on Swedish businesses, which lean on US email more than almost anywhere else in the EU.

Historical context

2020 baseline

In 2020, Sweden was a "leader," demonstrating a highly mature, balanced, and effective approach across both strategic and open source dimensions. Its strategy was practical and decisive.

2024 progression

Sweden's progress continues in a decentralized but effective manner. The Agency for Digital Government (DIGG) leads with its 2022 Software Development Policy, which mandates that its procured software be predominantly open source. Civil society networks like NOSAD are key to sharing best practices.
