Romania stays 18th at 5.19 (June: 5.28). Its public-sector pillar is perfect: presidency, government and Bucharest city hall are all hosted, mailed and resolved by the Special Telecommunications Service and the city itself. Everything else is weak: developer density 1.91 (24th), grassroots adoption 4.15 (17th), and a private-sector pillar down 0.33 to 5.73 (15th). 55% of the 493 measured .ro domains are hosted outside the EU, 40% on Cloudflare, and Romania is among the four countries where the most high-traffic sites moved to non-EU providers since June.

Strengths

  • Desktop Linux up to 4.20% (10th).

Weaknesses

  • Developer density (1.91, 24th).
  • Private-sector hosting (5.73, 15th), drifting. Domestic hosting is led by Cyber_Folks, GTS Telecom and ROMARG.
  • Sovereign browser share of 14.90% (16th).

2020 baseline

In 2020, Romania was an "emerging" country where a geopolitically motivated strategic agenda was completely mismatched with its very weak domestic software and OSS policies.

2024 progression

Romania's vibrant community of OSS enthusiasts continues to be the main driver of adoption. While a central government entity for OSS is still lacking, associations like ROSI and Code4Ro continue to work with the government to advocate for OSS solutions.
