Narrative updated for the September 2026 edition.
The Netherlands stays 14th at 5.66 (June: 5.62). The paradox persists: the EU's highest developer density (5.66, pillar 10.0) and the third-highest desktop Linux share (5.15%), next to a private-sector pillar of 4.25 (20th) and a public-sector pillar of 3.89 (24th). Of the 489 measured .nl domains, 58% are hosted outside the EU, 56% on US-controlled providers (Cloudflare 19%, Amazon 13%, Akamai 10%), and 72% route email through non-EU providers. www.amsterdam.nl rates 0.0 (Cloudflare, Microsoft, Akamai); www.rijksoverheid.nl and www.koninklijkhuis.nl are served through Akamai.
Strengths
- Developer ecosystem (perfect 10).
- Desktop Linux at 5.15%, third in the EU.
Weaknesses
- Private-sector hosting (4.25, 20th). Domestic hosting is led by SURF, Signet, Your Hosting and LeaseWeb.
- Public sector (3.89, 24th). Amsterdam's site has no EU component; the government and royal sites are served by Akamai.
- Sovereign browser share of 12.93% (19th).
Outlook
The country has the talent to host its businesses at home; most are hosted abroad. The official websites are the fastest lever: three domestic front ends would move the public pillar from 3.89 towards 10.
Historical context
2020 baseline
In 2020, the Netherlands was a "solid contender," with a balanced and mature approach across both strategic autonomy and open source policy.
2024 progression
The Netherlands has made significant strides in formalizing its OSS strategy. It is actively pursuing an "open unless" policy, mandating the sharing of source code. A key development is the creation of a national Open Source Programme Office (OSPO) to implement this policy.
