Latvia gains three places to eighth at 6.21 (June: 5.88, 11th), the strongest score gain of the quarter. Developer density rose from 4.48 to 4.84 (4th in the EU, pillar 8.00) and the private-sector pillar improved by 0.41. The three official websites are all served by the state broadcaster's infrastructure (LVRTC), but each depends on a US provider for email or DNS: Riga's email on Microsoft, the government's on Amazon, the presidency's DNS on Cloudflare.

Strengths

  • Each official site rates 0.67 because of a US email or DNS provider.
  • Private-sector hosting (6.03, 14th). Half of the 484 measured .lv domains are hosted outside the EU, 39% on Cloudflare; 54% of email is routed outside the EU. Domestic hosting is led by LVRTC and Tet.
  • Grassroots adoption (4.16, 16th).

Three email or DNS migrations would put Latvia's official sites in the perfect-10 group and add more than three points to its public pillar.

In 2020, Latvia was in the "emerging" tier, with a pragmatic, procurement-focused OSS policy and a strategy of embedding its security in wider Euro-Atlantic frameworks.

2024 progression

Latvia's approach has been shaped by a focus on fair procurement. Key policies like the 2017 Cabinet of Ministers Regulation ensure that software for digital public services is licensed as OSS. The Latvian Open Technology Association (LATA) remains an influential advocate.
