Hungary keeps sixth place at 6.23 (June: 6.37). It combines the EU's third-best private-sector score (9.25; the .hu sample rates 0.59) with strong public-sector hosting (8.89, 5th) and a sovereign browser share of 18.92% (4th). The lowest pillar is developer density (2.14, 23rd).

Strengths

  • Private-sector hosting (9.25, 3rd). 61% of 488 measured .hu domains are EU-hosted, led by Rackforest, the government's KIFÜ and Magyar Telekom.
  • Public sector (8.89). kormany.hu and www.sandorpalota.hu run entirely on NISZ and Magyar Telekom.
  • Sovereign browser share of 18.92%, fourth in the EU.

Weaknesses

  • Developer density (2.14, 23rd).
  • Budapest's email runs on Microsoft; www.budapest.hu rates 0.67.
  • Cloudflare hosts 28% of the measured sample; 45% of email is routed outside the EU.

Outlook

Hungary's hosting pillars are top-five; its ceiling is the developer pillar, which changes slowly. The private pillar lost 0.28 this quarter.

2020 baseline

In 2020, Hungary was an "emerging" country with a balanced, medium-level approach and clear political will, demonstrated through legally binding decrees promoting OSS.

2024 progression

The promotion of open source appears to have slowed since the mid-2010s. The national strategy that replaced the one for 2014-2020 does not mention open source. However, OSS continues to be used at the local level, for example by the Budapest City Council.
