Croatia loses three places to 13th at 5.80 (June: 5.93, 10th). The public-sector pillar stays perfect: vlada.gov.hr, www.predsjednik.hr and www.zagreb.hr are all hosted and resolved in Croatia (FINA, CARNet, Telemach). The private-sector pillar fell 0.50 to 6.70: since June, 11 high-traffic .hr sites moved their web hosting to a non-EU provider and one moved back. Developer density is low (2.24, 22nd).

Strengths

  • Public sector (perfect 10) on domestic infrastructure.
  • Grassroots adoption (4.81, 10th), with desktop Linux up to 4.31%.

Weaknesses

  • Private-sector hosting (6.70, 12th), down 0.50. 51% of the 480 measured .hr domains are hosted outside the EU, 40% on Cloudflare; half of email is non-EU. Domestic hosting is led by Hetzner, CARNet and Plus Hosting.
  • Developer density (2.24, 22nd).

Croatia's public pillar has no headroom; its rank depends on the private pillar, which is drifting the wrong way.

In 2020, Croatia was a "laggard," with underdeveloped frameworks for both strategic autonomy and open source policy and a very narrow focus on cybersecurity.

The use of OSS has increased in specific areas like open data portals. The "Digital Croatia Strategy until 2032" sets the digitalization of public administration as a priority and includes the creation of an open source platform.
