Developer density is strong (4.20, pillar 6.45, 8th), but every other pillar is in the bottom third: grassroots adoption 1.90 (25th, with desktop Linux at 3.52% and a 10.23% sovereign browser share), private-sector hosting 4.17 (21st) and public-sector hosting 4.44 (21st). Of the 478 measured .dk domains, 55% are hosted outside the EU and 66% route email through non-EU providers. Copenhagen's website is served by Microsoft with email on Amazon; the royal house's site is served by Cloudflare with DNS on Microsoft; the prime minister's office is domestic (Statens IT) except for DNS at F5.

Denmark's progress continues to be driven by local authorities and associations like OS2. The Danish Agency for Digital Government has created key guidelines for the use of OSS, but the national push has been less forceful than in other leading countries.
